One PPWR Regulation, Every EU Market

PPWR, Regulation (EU) 2025/40, introduces a harmonised framework across all 27 EU member states, replacing the previous Packaging Directive. While the regulation sets consistent obligations at EU level, individual countries are still confirming their own implementation requirements, meaning timelines and processes may vary by market.

What has not been harmonised is registration. Producer and EPR (Extended Producer Responsibility) registration remains national. Germany runs LUCID, France has its own registers, and Spain and Italy each operate separate systems with their own fees and reporting formats.

From 12 August 2026, producers must hold a valid EPR Registration Number in each country where they sell and meet ongoing reporting and eco-contribution fee obligations. Germany currently has the most active enforcement, and other major markets are expected to follow.

FAQs

Does PPWR replace national EPR registration?

No. PPWR harmonises packaging rules across the EU but national producer and EPR registration continues. You must still register and report in each country where you place packaged products on the market.

I only sell in one EU country. Does PPWR still apply?

Yes. PPWR applies to all packaging placed on the EU market, including domestic sales. If you sell in one country you comply in one country. As you expand, we add registrations market by market.

Which EU country enforces packaging rules most actively?

Germany currently has the most active enforcement, and marketplace sellers there are routinely required to show a valid LUCID registration. Enforcement in other member states is expected to increase as PPWR takes effect.

What do I need ready by 12 August 2026?

A valid EPR Registration Number in each country where you sell, submitted to any relevant marketplaces such as Amazon via your Seller Central account. You must also be meeting ongoing reporting and eco-contribution fee obligations in each market. We manage all of this for you.
