No EU Address Does Not Mean No EU Obligations

PPWR, Regulation (EU) 2025/40, applies to all packaging placed on the EU market, regardless of where the seller is based. A business in New York, Shenzhen or Sydney shipping packaged products to EU customers has the same obligations as one in Berlin.

For sellers established outside the EU there is one extra requirement that changes everything: you must appoint an Authorised Representative established in the EU. Without one, you cannot meet your registration and documentation obligations, and marketplaces can refuse to let you sell to EU customers at all.

From 12 August 2026, non-EU sellers must be registered in each EU country where they sell, hold a valid EPR Registration Number per country, meet ongoing reporting and eco-contribution fee obligations, and have an Authorised Representative legally established in the EU acting on their behalf.

Who Needs to Comply with PPWR as a Non-EU Seller

PPWR applies to you if you are:

  • A US, Chinese or other non-EU seller shipping to EU customers, directly or through a marketplace
  • An Amazon seller using European fulfilment to reach EU buyers
